The rough circles on the bottom indicate that it is a match safe that holds the matches and provides a striker on the bottom.
 
Dating about 1890, this beauty features exquisite Victorian Graphics with 5 Different Fonts and Fancy Frillwork All Around. A real cutie at only 2 3/8" tall!
 
Exceptional Condition. As made. No damage of any kind.
